PDAP — Pre-Development Assistance Program

Pre-development is often the biggest bottleneck in economically distressed markets. Great projects fail to break ground not because the vision is wrong, but because the project isn’t yet bankable—the scope, budget, pro forma, approvals, and capital stack aren’t ready for underwriting.


Opportunity Mississippi’s Pre-Development Assistance Program (PDAP) is designed to help project sponsors, cities, and communities move a project from concept to an investment-ready package.

PDAP includes more than spreadsheets. Pre-development also includes land development master planning, design-build coordination, phased build-out strategy, and assembling the right structure, strategy, and team to bring a project to fruition.

This campus is designed as a high-intensity production and entertainment environment, combining:
