PDAP — Pre-Development Assistance Program
Pre-development is often the biggest bottleneck in economically distressed markets. Great projects fail to break ground not because the vision is wrong, but because the project isn’t yet bankable—the scope, budget, pro forma, approvals, and capital stack aren’t ready for underwriting.
Opportunity Mississippi’s Pre-Development Assistance Program (PDAP) is designed to help project sponsors, cities, and communities move a project from concept to an investment-ready package.

PDAP includes more than spreadsheets. Pre-development also includes land development master planning, design-build coordination, phased build-out strategy, and assembling the right structure, strategy, and team to bring a project to fruition.

- Land development and site/master planning support (concept through phasing)
- Design-build readiness and early coordination (scope clarity, procurement approach)
- Budgeting, uses/sources, and early cost validation
- Pro forma support and underwriting readiness
- Capital stack strategy (public + private), including incentives alignment
- Partner/operator alignment, roles, and governance
- Documentation checklist for investor and lender diligence
PDAP outcomes (typical deliverables):
- A clear development plan and phased timeline
- An investor/lender-ready project package (scope, budget, pro forma, and diligence materials)
- A defined capitalization strategy and next-step action plan

A Jackson-based production and entertainment destination concept designed to support content creation, tourism, and local economic activity.
The Movie Garden Studios & Production Campus is a $250 million large-scale entertainment and production destination located on approximately 20 acres within a federally designated Opportunity Zone.
This campus is designed as a high-intensity production and entertainment environment, combining:
- Sound stages and backlot production infrastructure
- Film, television, and digital content production facilities
- Destination entertainment programming
